In Utah, the Medicaid system is part
of the Department of Health. Medicaid clients tend to
have higher smoking rates than average, so the Tobacco
Prevention and Control Program (TPCP) partners with
Medicaid to offer quitting services to their clients.
The program offers services through the Utah Tobacco
Quit Line, includes coverage of the non-nicotine quitting
aid Zyban, and additional help for pregnant women.
Since 2004, the program has also offered these services
to Primary Care Network (PCN) clients. PCN is a Utah
program that offers basic preventive care coverage for
people whose incomes are just above the cut-off for
Medicaid.

Program |

Medicaid
and PCN adults over age 21 who are current smokers are
eligible
for Zyban (Bupropion SR). |
|
|
A
physician must write a prescription for Zyban. |
|
|
Adults
will be covered for twelve weeks of Zyban per year. This
is the full recommended regimen. |
|
|
The
Tobacco Prevention and Control Department has Zyban posters available
free of charge to advertise in your local area about this
service. The posters include tear pads with more
details for participants and healthcare providers.

Women Program |

Pregnant
women on Medicaid are eligible for all types of nicotine replacement
therapies or Zyban when prescribed by their doctor. |

Pregnant
women on Medicaid are eligible for cessation counseling through
contracted agencies (in addition to Utah Tobacco Quit
Line services) |
|
|
Department
of Workforce Services workers identify pregnant women
who smoke as part of the Medicaid eligibility encounters. |
|
|
Health
Program Representatives contact women identified as pregnant
smokers and offer cessation services. |
|
|
Six
weeks later, Health Program Representatives follow up
with women who participated in the project to track
progress and encourage them to remain smoke-free.

All
Medicaid and PCN enrollees are eligible for intensive
cessation
counseling through the Utah Tobacco Quit Line (1-888-567-TRUTH). |

|
Calls
to the Utah Tobacco Quit Line are toll-free. |
|
|
Intensive
counseling includes up to 5 sessions lasting 40 minutes
each. |
|
|
The
counselor will call the client according to a schedule
set by the client
and the counselor. |
|
|
Eight
weeks of Nicotine Patch is available to those enrolled
in this
intensive counseling program.
